Attractive Development

To me attractive developments are those where there is a big win win between the county and the developer. Attractive growth is really just a good neighbor policy writ large. A developer who provides a first rate product, without zoning concession, or when concessions are made responds in kind.  If you watch the current commissioners meetings you will sometimes see a developer who is asking for some sort of zoning variance. In some cases the Commissioners ask the developer to increase  the size of another buffer, or add tennis courts, etc. This is attractive growth.
