Sewers and Fire Hydrants
There are 2 issues for sewers. The first one is the cost of developing a new sewer for a subdivision. This has usually meant a lot of up front cost for the county. I would be interested to persue discussions with developers where they developed the sewer system with their money and then received credits for the tap on fees. Sewer systems usually mean higher density developements which again is where the importance of the UDC comes in.
The second one is for people who are on septic but would like to go onto a sewer system. As a commissioner I would be interested to see if the county could roll the cost of construction into an additional monthly charge so the resident would be paying off the construction costs over a very long time. The customer would still have to pay his connection charges.
